We are living through a period of extraordinary possibility and uncertainty. Artificial intelligence is changing how we work, learn, communicate, and govern. Trust in institutions is strained. The information environment makes it easier than ever to know what is happening—and sometimes harder to know what to believe, what matters, or what we should do about it.

 

Moonshot Press begins with a hopeful proposition:

 

Democracy can learn faster.

 

Citizens can become better informed without becoming overwhelmed. We can disagree without treating one another as enemies. We can use evidence without pretending evidence settles every question. We can use artificial intelligence to expand human understanding without surrendering human judgment.

And we can become more capable participants in shaping our common future.

 

That is the experiment.

 

A Different Kind of Press

Moonshot Press explores journalism as civic infrastructure.

Reporting remains essential. But informing citizens is only the beginning.

We are interested in what happens next.

Can journalism help people understand complex public problems?

Can it bring evidence, lived experience, expertise, and competing perspectives into meaningful conversation?

Can it help citizens develop public judgment?

And can it make participation easier once citizens decide something deserves their attention?

 

 

Our civic pathway is simple:

Understand
What is happening? What does the evidence tell us? What remains uncertain? Who is affected?

 

Deliberate
What are our choices? Where do reasonable people disagree? What values and tradeoffs are involved? What should we do?

 

Act
What happens when understanding becomes civic participation? We document public comments, recommendations, testimony, citizen initiatives, institutional responses—and what happens afterward.

The Head Start Citizen Deliberation

What does it actually mean to treat journalism as civic infrastructure?

Head Start is our current experiment.

​

The federal government is considering significant changes to the rules governing Head Start, a program serving hundreds of thousands of children and families. The proposal raises questions about early childhood development, health and nutrition, parental involvement, local flexibility, federal responsibility, program quality, cost—and the role citizens should play when government changes a major public program.

Most people will encounter a decision like this only after it has been made.

Moonshot Press is trying something different.

 

Understand

We translate the proposed rule into plain language.

What is Head Start? What is actually changing? What does the evidence tell us? What are the strongest arguments for and against the changes? What remains uncertain?

 

Deliberate

We invite parents, citizens, Head Start professionals, researchers, community organizations, public officials, and others to examine the choices together.

The purpose isn’t to manufacture consensus.

It is to help citizens develop informed judgment.

 

Act

Citizens can use the Citizen Toolbox to ask questions, examine evidence, identify who holds authority, contact representatives, and prepare their own substantive public comments.

AI can help people understand and organize their thinking.

The judgment—and the comment—belongs to the citizen.

Follow What Happens

Participation shouldn’t end when the comment period closes.

Moonshot Press will follow the administrative record, examine the government’s response, track what ultimately changes, and ask whether citizen concerns were meaningfully addressed. That follow-through is already part of the published Head Start plan.

Artificial Intelligence in Service of Citizens

 

Artificial intelligence is part of the Moonshot experiment.

But our goal is not to use AI simply to produce more content, faster.

We are more interested in whether AI can help citizens understand complexity, compare evidence and arguments, ask better questions, map systems, prepare for deliberation, and participate more effectively in public life.

AI may assist with research, questioning, synthesis, comparison, and creative exploration. It does not determine what citizens should believe or what society should value.

 

Our governing rule is simple:

AI recommends. Humans decide. Always.

That principle is central to the Moonshot model of an AI-assisted deliberative press.

 

You Don’t Have to Be an Expert

​

A healthy democracy cannot be a conversation conducted only among experts, institutions, journalists, and elected officials.

Expertise matters.

So does lived experience.

So does local knowledge.

So does asking a good question.

So does listening.

And so does the judgment of citizens.

 

The People’s Commission model therefore invites citizens to read a brief, submit questions, contribute experience, attend deliberations, review ideas, challenge assumptions, and help test civic tools. Credentials are welcome, but they are not the price of admission.
